You can farm Fuses, so you can access every location in the game that requires a Fuse to get into.

From the Main Menu press “Continue Game”, press “Play” on single-player. Then walk upstairs to Carlos at the bar to buy as many Fuses as you can until your inventory is full, then quit (to auto-save) and reload the save file and continue again. Essentially you can buy infinite Fuses.
