How to find and save the missing Civilians?: In order to rescue the civilians, you’ll have to terminate the cyborgs quickly. The first civilian can be saved by using stealth only, but for the others you will need either an Electromagnetic Grenade, or a Red Phosphorus Grenade, or else they will be alerted and kill the civilian. Once you’ve eliminated the threat, the civilian can be interacted with, and they’ll run away. You can also slice at them to remove their clothing, and your friends will have something to say about it. It’s unclear if you can catch up to the 1st civilian, though, he must be an Olympic runner.

Does the game save each Civilians you collect?: Yes, the game will automatically save the Civilians you just saved from bad guys after you talked to/interacted with the civilian to let them know they are ok. It’s recommended you play until the end of a mission for the game to save your progress.
