Chrono Phantasma introduces 5 new playable characters: Amane Nishiki, Bullet, Azrael, Izayoi, and Kagura Mutsuki, as well as the two DLC characters, Yuuki Terumi and Kokonoe.
Below we’ve listed the playable characters. Take the following steps to unlock each one, so that all unlockable characters in the game will be available to you.
How To Unlock All BlazBlue: Chrono Phantasma Characters
At the PS3 game launch on March 25th, 2013, 24 characters will be available in the roster. Namely, Ragna, Jin, Noel, Rachel, Taokaka, Tager, Litchi, Arakune, Bang, Carl, Hakumen, Tsubaki, Hazama, Makoto, Valkenhayn, Platinum, Relius, Amane, Bullet, Azrael, Nu-13, Mu-12, Izayoi, Kagura, Terumi, and Kokonoe.
The final 2 of the 3 total unlockable characters will be made available through DLC alone.

How To Unlock: Kagura Mutsuki will be unlocked after you complete the Story Mode.
(You should do this anyway, because it also unlock the “Highlander Boss Battle Mode.)
Bio Description: Although his manners are quite refined, he often can’t resist showing off. Aloof and cunning, Kagura is very much aware that he outclasses most of his contemporaries, although that doesn’t prevent him from being afraid of Ragna and Jin. He has a somewhat philosophical bent, and though he understands the difference between right and wrong, he’s not afraid to cross the line between them.

How To Unlock: Available as Downloadable Content (DLC) only. A Yuuki Terumi download code is included in the box of first print retail copies of BlazBlue: Chrono Phantasma if you get it during the launch period from March 25th, 2014. – In the future he should become available via paid DLC on the PlayStation Store.
Bio Description: Although he may seem reckless, he is in fact extremely clever, and usually one step ahead of everyone else. He is also cold-hearted, cruel, and loves nothing more that destruction.
How To Unlock: Available as Downloadable Content (DLC) only. A Kokonoe download code is included with the digital version of BlazBlue: Chrono Phantasma, as a pre-order bonus on the PlayStation Store if you buy it before April 1st, 2014. – After April 1st it’s available via a $8 paid DLC on the PlayStation Store.
Bio Description: Kokonoe is the prototypical mad scientist, and frequently forgoes sleep in order to continue her research—which may be the cause of her irritable and dismissive attitude. She’s never seen without her special candy, which helps her maintain her strength.
PS: The publishers of the game at Aksys Games have said that “a slew of delightful DLC will also be launching on April 1st.”
Tip: How to unlock the extra character colors? You can buy the first half from the Gallery (cost: $3,000 per character) to unlock colors 7-16. The second half you buy from the PSN Marketplace to unlock colors 17-21.
