Does the game save each Circuit you collect?

Not right away. But yes, the game will save the Circuits you just collected on the next checkpoint. That means you have to play to the level’s next checkpoint to save your progress. If you die or restart the last checkpoint, then you might have to collect some items all over again.

Where can I check the Circuits I’ve collected?

The progress per chapter can be seen by going to the pause menu/main menu’s Chapter Select and pressing the Triangle button (on PS3) or the Y button (on Xbox 360).
