Fallout: New Vegas features a total of 96+ Perks and in this title you can gain Perks every two levels unlike in past Fallouts. The number of perks include 88 regular, 8 companion, 16 challenge and numerous additional special Perks. You can unlock Challenge Perks by fulfilling certain requirements.

Fallout: New Vegas Perks List
Adamantium Skeleton (Level 14 Required) – This Perk cuts the damage to your limbs by half.
Action Boy/Girl (Level 16, Agility 6 Required) – This Perk ups your Action Points by 15. You can use these in V.A.T.S.
Almost Perfect – This Perk ups all of your Special Skills to 9.
Animal Friend (Level 10, CH 6, Survival 45 Required) – This Perk allows you to befriend animals. At rank one, they will ignore attacking you and at Rank 2 they will assist you in battle (except against other animals).
Ant Might – This Perk will increase both your Strength and Fire Resistance.
Ant Sight – This Perk gives you sight of Grayditch Fire Ant, increased Perception and increased Fire Resistance.
Auto Expert – This Perk increases the amount of damage you can do with Auto Axe.
Barkskin – This Perk gives you increased Endurance and Damage Resistance. Additionally, your skin turns to tree park thanks to Herold’s strain of the F.E.V. virus that infects you.
Better Criticals (Level 16, PE 6, LK6 Required) – This Perk gives you increased damaged by 50% when you score a Critical.
Bloody Mess (Level 6 Required) – This Perk does what you expect, MORE BLOOD with all your kills! It also increases your damage by 5% with all weapons.
Booster Shot – This Perk increases resistance to Radiation.
Cannibal (Level 4 Required) – This Perk allows you to feast on dead bodies to raise your health. However doing so lowers your Karma if the act is witnessed.
Center of MassChem Resistant (Level 16, Medicine 60 Required) – This Perk gives you resistance by an additional 50% to becoming addicted to Chems like Jet or Psycho.
Chemists (Level 14, Medicine 60 Required) – This Perk makes chems last twice as long.
Child At Heart – This Perk increases your interactions with the children you encounter.
Commando (Level 8 ) – This Perk gives you increased accuracy during V.A.T.S. while using two-handed weapons.
Comprehension (Level 4, IN 4 Required) – This Perk gives you double bonus points for reading magazines as well as one additional point when reading Skill Books.
Computer Whiz (Level 18, IN 7, Science 70 Required) – This Perk allows you to easily hack terminals that have locked you out, by letting you hack into them again.
Concentrated Fire (Level 18, Energy Weapons 60, Guns 60 Required) – This Perk increases hit accuracy to any body part when using V.A.T.S. and then makes your accuracy keep increasing with each subsequent hit.
Confirmed Bachelor (Level 2 Required) – This Perk increases your damage against male opponents by 10%. Also gives you increased dialog options when speaking to people of the same gender.
Contract Killer – This Perk allows you to collect ears from downed foes, that you can collect after their death and later sell for Caps or Negative Karma.
Covert Ops – This Perk increases Repair Efficiency for small guns as well as Science.
Cowboy (Level 8, Guns 45, Melee 45 Required) – This Perk increases the damage that certain weapons do including Revolvers, Lever-Action Firearms, Dynamite, Knives and Hatchets. Damage increased by 25% for the above weapons.
Cyborg – This Perk increases resistance to radiation and poison, as well as damage. Also gives you more energy weapon skills.
Daddy’s Boy/Girl – This Perk gives you Points added to your Medicine and Science Skills.
Deep Sleep – This Perk gives you the Good Rest Bonus whenever you sleep, no matter where that is.
Demolition Expert (Level 6, Explosives 50 Required) – This Perk increases damage for Explosives by 20% with each rank.
Devil’s Highway – This Perk gives you Very Evil Karma.
Dream Crusher – This Perk reduces enemy Critical Hit percentage by half.
Educated (Level 4, IN 4 Required) – This Perk increases your Skill Points by two additional points everytime you increase your level. Earn this Perk early on for maximum effectiveness.
Entomologist – This Perk gives you an additional +50% damage to any mutated insect enemy you attack (such as Radroach Giant Mantis or Radscorpions).
Escalator to Heaven – This Perk gives you Very Good Karma.
Explorer (Level 20 Required) – This Perk reveals every location on your map to make it much easier to explore.
Fast Metabolism (Level 12 Required) – This Perk gives you an increased health bonus of 20% everytime you use a Stimpack.
Ferocious Loyalty (Level 6 Required) – This Perk makes your loyal followers shielded from greater damage than normal if your health drops below half (50%).
Finesse (Level 10) – This Perk increases the chance of Critical Hit percentage you have against an enemy by 5 (+5% to Luck).
Fortune Finder (Level 6, LK 5) – This Perk gives you much more Caps than usual in containers.
Friend of the Night (Level 2, PE 6, 30 Sneak Required) – Allows you to see much easier in low-light conditions and in complete darkness.
Ghastly Scavenger (Level 12, Cannibal Perk Required) – This Perk allows you to feed on the corpses of Feral Ghouls or Super Mutants and regain some health. However “feeding” reduces your Karma and is considred a crime against nature if you are caught in the act.
Ghoul Ecology – This Perk allows for more damage against Ghoul enemies.
Grim Reaper’s Sprint(Level 20 Required) – This Perk restores 20 Action Points when you kill an enemy using V.A.T.S.
Gun Nut – This Perk increases your effectiveness in small guns and Reparis each time you gain a rank.
Gunslinger (Level 6 Required) – This Perk increases your accuracy in V.A.T.S. while using single-handed firearms like Pistols.
Hand Loader (Level 6, Repair 70 Required) – This Perk unlocks all Hand Load Recipes for your Reloading Bench as well as allows you to recover cases and hulls after reloading your weapons more often.
Heave, Ho! (Level 2, ST 5, Explosives 30 Required) – This Perk allows you to throw weapons further and faster than normal.
Hematophage – This Perk restores more of your health when using a Blood Pack.
Here and Now (Level 10) – This Perk immediatly grants you an additional experience level including all advantages.
Hit the Deck (Level 12, Explosives 70 Required) – This Perk increases your Damage Threshold against Explosives by 50% (including your own explosves).
Hunter (Level 2, Survival 30 Required) – This Perk boosts your Critical Damage by +75% against both normal animals and mutated animals.
Impartial Meditation – This Perk allows for increased Speech Skill when your karma is neutral.
Infiltrator (Level 18, PE 7, Lockpick 70 Required) – This Perk allows you a last chance to pick a lock even if that lock is broken and your out of lockpicks. Including if it was broke with “Force Lock”.
Intense Training (Level 2 Required) – This Perk allows you to add an additional Experience Point to any S.P.E.C.I.A.L Attributes.
Ironfist – This Perk increases the damage you can do with your fists in Hand-to-hand Combat.
Junior Survivor – This Perk gives you increased Resistance to both Poison and Radiation.
Jury Rigging (Level 14, Repair 90 Required) – This Perk allows you to repair items using an item that is similar to said item. Such as a Laser Pistol to fix a Plasma Defender or vice versa or Power Armor with Metal Armor. Snazzy.
Karmic Rebalance – This Perk makes your Karma level go straight to Neutral.
Lady Killer (Level 2 Required)- This Perk is all about sex! Or rather the opposite sex, that is. This perk increases your damage against enemies of the opposite sex, while also opening up new conversations with characters of an opposing gender.
Laser Commander (Level 22, Energy Weapons 90 Required) – This Perk not only gives your damage percentage an increase of 15% but also gives your Critical Hit Chance percentage a 10 Point increase when you use a Laser weapon.
Lawbringer – This Perk allows you to collect fingers from slayed evil enemies. That prize can then be sold for Caps or positive Karma.
Lead Belly (Level 6, EN 5 Required) – This Perk will reduce radiation poisoning by contaminated drink or food by 50%.
Life Giver (Level 12, EN 6 Required) – This Perk raises your Hit Points by 30.
Light Step (Level 14, PE 6, AG 6 Required) – This Perk prevents Mines or Floor Traps from going off.
Little Leaguer – This Perk increases your skill with Explosives and Weapons.
Living Anatomy (Level 8, Medicine 70 Required) – This Perk allows you to see the Health and Damage Threshold of your enemies, while also giving you a +5% bonus damage towards Humans and wild Ghouls.
Long Haul (Level 12, EN 6, Barter 70 Required) – This Perk allows you to Fast Travel even when you are over-encumbered.
Master Trader – This Perk reduces the price of all items at shops.
Math Wrath (Level 10, Science 70 Required) – This Perk reduces all AP costs by 10 percentage points.
Meltdown (Level 16, Energy Weapons 90 Required) – This Perk causes enemy carcasses to give off harmful energy which you can chain together for lethal damage. Works when using Energy Weapons.
Mister Sandman (Level 10, Sneak 60 Required) – This Perk allows you to kill silently (Humans or Ghouls) while Sneaking with extra bonus XP for doing so.
Miss Fortune (Level 10, LK 6 Required) – This Perk allows “Miss Fortune” to appear and turn-the-tables on your enemy’s victory in battle. Only appears in V.A.T.S.
Mysterious Stranger (Level 10, LK 6 Required) – This Perk increases your luck via V.A.T.S. thanks to a mysterious stranger who will visit you as a guardian now and again and deal catastrophic damage to your enemies.
Nerd Rage! (Level 10, IN 5, Science 50 Required) – This Perk can save you from certain death by increasing your Strength by 10 percent and an increase of 15% to your Damage Threshold when your health falls below 20 percent.
Nerves of Steel (Level 26, AG 7 Required) – This Perk allows Action Points to regenerate much quicker.
Night Person (Level 10) – This Perk increases your Intelligence and Perception at night by +2 up to a maximum of 10. These effects remain active both inside and outside by effecting your internal clock.
Ninja (Level 20, Melee Weapons 80, Sneak 80 Required) – This Perk gives you +15% chance for a Critial Strike when using Unnarmed or Melee Weapons while also giving you 25% additional damage with Sneak Attack Criticals.
No Weaknesses – This Perk sets all special stats that fall below 5 to 5.
Nuclear Anomaly – This Perk allows you to exact revenge on your enemies by creating a nuclear explosion when your health falls critically low. The blast will destroy anything and everything nearby, laying waste to your foes.
Nuke Chemist (Level 22, Science 90 Required) – This Perk unlocks special Nuka-Cola Recipes for the Workbench.
Pack Rat (Level 8, Medicine 70 Required) – This Perk decreases the weight of items that are 2 or less by half.
Paralyzing Palm (Level 18 Unarmed 70 Required) – This Perk allows deadly Palm Strikes to be performed while using V.A.T.S. These Palm Strikes can paralyze the enemy and happen randomly. You must be Unnarmed though.
Party Boy/Girl – This Perk disables withdrawals from alcohol. Bottoms up!
Piercing Strike (Level 12, Unarmed 70 Required) – This Perk negates 15 points of Damage Threshold to the target when fighting with Unarmed or Melee/Thrown Weapons.
Pitt Fighter – This Perk increases your resistance to both Radiation as well as damage.
Plasma Spaz (Level 10, Energy Weapons 70 Required) – This Perk reduces the AP cost for all Plasma Weapons (including Plasma Grenades) by 10%.
Power Armor Training – This Perk grants you access to all types of Armor by greatly enhancing your Power Armor Skill.
Punga Power – This Perk increases your resistance to Punga Fruits and their radiation effects from eating them.
Puppies! – This Perk gives you a new Companion Dog.
Purifier – This Perk gives you an increase of 50 percent damage against certain enemies, including: Centaurs, Deathclaws, Feral Ghouls, Nightstalkers, Spore Plants, Super Mutants and Spore Carriers when using Unnarmed or Melee weapons.
Pyromaniac (Level 12, Explosives 60 Required) – This Perk increases the damage you give by 50% when using Fire-Based Weapons such as the Flamer and Shishkebab.
Quantum Chemist – This Perk makes 10 Nuke Cola equate to 1 Nuke Quantum Cola.
Quick Draw (Level 8, AG 5 Required) – This Perk increases the quickness with which you can equip or put away weapons.
Rad Absorption (Level 28, EN 7 Required) – This Perk slowly decreases radiation over time.
Rad Child – This Perk regenerates your health instead of harming you under radiation sickness!
Rad Regeneration – This Perk allows you to regrow limbs as you are exposed to radiation.
Rad Resistance (Level 8, EN 5, Survival 40 Required) – This Perk simply increases resistance to radiation by 25%.
Rad Tolerance – This Perk increases your Radiation Tolerance level.
Rapid Reload (Level 2, AG 5, Guns 30 Required) – This Perk makes your reloads go 25% faster than normal.
Retention (Level 2, IN 5 Required) – This Perk makes the skill magazine bonuses last three times longer than normal.
Robotics Expert (Level 12, Science 50 Required) – This Perk gives you 25% additional damage against all robot enemy’s. Additionally, a Sneak Attack pulled against robots will put them down into a permanent shut down state.
Run N Gun (Level 4, Guns 45 or Energy Weapons 45 Required) – This Perk increases your accuracy when using single-handed Guns or Energy Weapons while simontaneously walking or running.
Scrounger (Level 8, LK 5 Required) – This Perk gives you more ammo in ammo containers.
Shotgun Surgeon (Level 6, Guns 45 Required) – This Perk gives an additional 10 points of damage over the targets armor threshold when using a Shotgun.
Slayer (Level 24, AG 7, Unarmed 90 Required) – This Perk speeds up all attacks from Unnarmed and Melee Weapons by 30%.
Silent Running (Level 12, AG 6, Sneak 50 Required) – This Perk makes it so that running doesn’t effect a successful Sneak attack.
Size Matters – This Perk increases your ability to handle large guns with each point increase.
Sniper (Level 12, PE 6, AG 6 Required) – This Perk increases your likelihood of landing Head Shots significantly while in V.A.T.S.
Solar Powered (Level 20, EN 7 Required) – This Perk ups your Strength by two points where direct exposure to sunlight is concerned. Additionally your health will slowly regenerate when in the light.
Splash Damage (Level 12, Explosives 70 Required) – This Perk increases the splash damage area of effect for grenades by 25%.
Spray and Pray (Level 22 Required) – This Perk allows you to “wrecklessly” shot your guns because the “spray” does not harm your companions nearly as much as it would normally.
Stonewall (Level 8, ST 6, EN 6 Required) – This Perk gives you an additional +5 Damage Threshold against unnarmed and Melee attacks as well as preventing you from being knocked down in a fight.
Strong Back (Level 8, ST 5, EN 6 Required) – This Perk allows you to carry more items by increasing your load limit by 50 pounds.
Superior Defender – This Perk increases both damage dealt and Armor when standing still.
Super Slam (Level 8, ST 6 Melee Weapons 45 Required) – This Perk makes the force of thrown weapons powerful enough to knock down the target.
Survival Guru – This Perk increases your resistance to both Poison and Radiation while also upping your Skills in both Science and Medicine.
Swift Learner (Level 2, IN 4 Required) – This Perk increases your experience earned with each rank you gain by 10%.
Tag! (Level 16 Required) – This Perk lets you select a fourth Skill as a Tag Skill which raises it by 15 Points.
The Professional (Level 6, Sneak 70 Required) – This Perk increases damage 20% for Sneak Attack Criticals performed with Submachine Guns, Energy Weapons, Pistols, or Revolvers.
Terrifying Presence (Level 8, Speech 70 Required) – This Perk makes a group of opponents flee in terror after initiating combat during certain conversations.
Thief – This Perk increases your skills with both Lockpicking and Sneaking.
Toughness (Level 6, EN 5 Required) – This Perk gives +3 to your overall Damage Threshold. You can take this perk twice, and the second rank will give you an additional three point boost to your Damage Threshold.
Travel Light (Level 4, Survival 45) – This Perk makes you run 10% faster than normal while you are armorless or wearing Light Armor.
Unstoppable Force (Level 12, ST 7, Melee Weapons 90 Required) – This Perk allows you to do extra damage to enemies through their blocks using either Unnarmed Attacks or Melee Weapons.
Warmonger – This Perk makes all custom Weapons available to you without having to collect their Schematics.
Weapon Handling (Level 16, ST <10 Required) – This Perk makes Weapon Strength Requirements lower by 2 points.
Wired Reflexes – This Perk increases your hit percentage when using V.A.T.S. along with your reaction speed.
Vigilant Recycler (Level 6, Science 70 Required) – This Perk makes it more propabale that you’ll recover spent ammo from using Energy Weapons. This also gives you more efficient recycling recipes for the Workbench.
